Arkansas rejects casino proposal

The Attorney General has rejected a proposal as she believes that the title needs a number of additions or changes.

US.- Attorney General Leslie Rutledge rejected on Tuesday a proposed ballot that proposed a constitutional amendment that would authorise the creation of four casinos in certain locations in Benton, Boone, Miller and Pulaski counties.

Rutledge wrote in a letter to attorney Randall Bynum, representative of Arkansas Wins In 2018 Inc., that “a number of additions or changes to your ballot title are necessary in order to more fully and correctly summarize your proposal.” The proposal had been introduced by the Arkansas Wins in 2018 Inc. committee last week.

The Attorney General, who had already rejected a proposal last month, said that she cannot completely summarise the effect of a proposed measure in a popular name or ballot title because the text presents several fundamental ambiguities. The Arkansas Wins in 2018 Inc. committee needs Rutledge’s certification of the ballot in order to start gathering the 84,859 signatures of registered voters by July 6th in order to include it in the November 6 general election ballot.

“A fatal deficiency of primary importance, in my opinion, is the complete lack of information regarding casino licensing under your proposal, and whether there is any correlation between ownership of the properties listed in your proposal and licensing of a casino or a casino operator,” said Rutledge.
