The Netherlands sets out vision for gaming

The Dutch regulator has published a series of core principles and directives ahead of next year’s launch of a regulated iGaming market.

The Netherlands.- The Dutch gaming regulator Kansspelautoriteit (Ksa) has published a draft outline of directives for the entire gaming industry as it prepares to open a regulated gaming market next July.

Entitled Market Vision, the document outlines the directives Ksa intends to establish for monitoring gaming, categorising games, assessing player risks and enforcing prohibitions.

The first review of casino game requirements since 2011, the new document specifies obligations for software suppliers and operators whose transactions will be recorded by an external agency.   

Ksa said: “Based on the analysis in the market vision, and in line with the modernisation agenda that started in 2011, the Ksa sees more room in the future for attractive games of chance offered by new providers.

“It goes without saying that the current statutory monopolies and state-owned companies will eventually come to an end.

“Regulation of the various sectors of gambling remains necessary to protect consumers, prevent gambling addiction and combat crime and illegality. This general vision is then focused on the different market segments: lotteries, sports betting, casino games and gaming machines, both physical and online.”

Interested parties have until August 22 to submit responses in a consultation on the draft vision.

Holland plans to take the regulated online gambling marketplace live on July 1 2021 under its ‘Remote Gambling Act, although Dutch Minister for Legal Protection, Sander Dekker, has said the date could be delayed by several months if KSA did not have a regulatory structure in place in time, including launch of a problem gambling helpline.
