North Carolina bill seeks ban on college sports prop bets

House Bill 828 aims to prohibit prop bets on amateur and collegiate athletics in the state.

US.- North Carolina lawmakers are making another attempt to ban prop bets on amateur and collegiate athletics in the state. House Bill 828 was introduced by reps Mitchell Setzer, Pricey Harrison, Marcia Morey, Neal Jackson and Joseph Pike. It follows a failed attempt to ban college props last year.

House Bill 828 also aims to restrict betting at the site of college sporting events. If passed, wagers would be banned for eight hours before and during events held in the state. The bill sponsors allege that the athletes are increasingly at risk of harassment, especially following a loss in a game. 

Mobile sports wagering launched in North Carolina on March 11, 2024. In the first 12 months of legal online sports betting in the state, bettors wagered $6.1bn in paid wagers and almost $500m in free or promotional bets. March 2025 set a new record for monthly betting handle with $685m in wagers.

Last month, congressman Michael Baumgartner‘s proposal for a federal ban on prop bets on the performance of student athletes was referred to the US Congress’s Committee on Energy and Commerce. HR 1552, dubbed the Providing Responsible Oversight and Transparency and Ensuring Collegiate Trust (PROTECT) Student Athletes Act, would make wagers on specific actions or achievements by a student athlete in intercollegiate sporting events a violation of the Federal Trade Commission Act concerning unfair or deceptive acts or practices.
