NLA to phase out hybrid systems and move all lottery operations to electronic platforms under major reform programme led by Director-General Mohammed Abdul-Salam.

Ghana.- Ghana’s National Lottery Authority (NLA) will fully transition all lottery sales to electronic systems by the third quarter of 2026, as part of a nationwide reform programme aimed at eliminating hybrid operations and strengthening transparency in the sector.

The Director-General of the NLA, Mohammed Abdul-Salam, announced on April 21 that the move is part of broader efforts to transform the lottery sector and strengthen regulatory oversight. “The lottery industry has evolved. Even though the NLA as an institution no longer engages in paper-to-pen sale of lotteries, it is still out there that even those who are pirating our numbers and other things are still engaged,” he said, according to Citi News.

Abdul-Salam said some licensed operators currently run a hybrid system involving both electronic and paper-based sales, but these arrangements are being phased out. He added: “There are those who have licences who are operating a hybrid of both the post machines and paper-to-pen lotteries. We have arrangements in place in those contracts to end that within the third quarter of this year, 2026, so that we can go fully technological and ensure that every sale of lottery is done through only electronic means.”

He said that the transition to a fully digital system is expected to improve oversight and allow for real-time monitoring of lottery transactions nationwide.

KGL drives digital expansion

As part of the reform programme, the Authority has also partnered with KGL Technology Limited to manage its online platform. “Currently, we have entered a contract, you may have heard of KGL, which is managing the platform online, both the smartphone and non-smartphones. You are able to go through the short code, and you are able to stake from the convenience of your room, or anywhere you find yourself,” Abdul-Salam said.

He added that NLA draws are already being broadcast live on television, with plans to expand the number of daily draws. “We are even taking steps to further increase the number of draws that we conduct, so we have morning draws, afternoon draws and evening draws,” he said.

While some draws are conducted directly by the NLA, others are handled by licensed partners at designated locations across the country.

The announcement forms part of broader reforms being undertaken by the NLA to modernise its operations and strengthen governance within the lottery sector, including efforts to shift systems towards more technology-driven processes and improve efficiency.
