Uganda’s gaming regulator inaugurates new board members

Minister of Finance, Planning and Economic Development welcomed the new board and expressed optimism about the diverse skill set and collective experience that they bring to the table.

Uganda.- The National Lotteries and Gaming Regulatory Board of Uganda (NLGRB) has inaugurated new board members in a handover ceremony held at its head office on July 24, 2025.

The event was officiated by Hon. Matia Kasaija, Minister of Finance, Planning and Economic Development, who lauded the outgoing board for its impactful tenure and their efforts in transforming the sector from a state of disorder to a well-structured, transparent and reputable regulatory authority.

Kasajia said: “Together with CEO Mr. Denis Mudene Ngabirano and the Secretariat, you have driven a transformation that has reshaped the gaming sector. The outgoing board was entrusted with a responsibility to transform the gaming sector. They did not just preserve the status quo, they improved, multiplied and grew the institution and its outcomes. Thank you for your integrity, diligence and patriotism.”

The Minister also welcomed the new board and expressed optimism about the diverse skill set and collective experience that they bring to the table. He noted: “This Board brings together regulatory, legal, enforcement, governance and sports leadership expertise. It is precisely the kind of board we need to steer this complex and fast-evolving sector.”

The new board is led by Kenneth Kitariko, a veteran in financial markets and regulatory reform. The other four new members include ACP Odong Mark Paul, an accomplished law enforcement expert; Faridah Bahemuka Murungi, a specialist in legal and tax policy; Esther Akullo, a professional in planning and accountability; and William Blick, an expert in sports governance and stakeholder engagement.

In his address, Kitariko thanked the Minister for believing in the new board and pledged to uphold the values of integrity, open dialogue and national service. He said: “As incoming Chair, I want to reaffirm my open-door policy. I believe that the best results in any institution are achieved through dialogue, mutual respect and collective ownership of our market.

“I’m here to listen, to support and to ensure that we remain on course—regulating with integrity, expanding our fiscal contribution and safeguarding the Ugandan from the adverse effects of gaming.”
