Kenya opens global tender for National Lottery Operator procurement

Open international bid marks a major step in Kenya’s national lottery rollout as the Board seeks transaction advisers to support operator selection and regulatory oversight.

Kenya.- Kenya’s National Lottery Board has launched an international tender for transaction advisory services to support the procurement of a National Lottery Operator, marking a major procurement step towards appointing the company that will run the country’s national lottery.

According to the Tenders Gazette dated April 17 2026 (Vol. 514), the tender notice was listed through Kenya’s Public Procurement Information Portal (PPIP) under Tender No. NLB/RFP/01/2025–2026, with tender documents available through the National Lottery Board website and the government tenders portal.

The Board is seeking qualified firms for the “Provision of Transaction Advisory Services for the procurement of a National Lottery Operator” through an Open International Tender process, signalling that Kenya is moving beyond policy proposals and into the commercial structuring phase of its national lottery framework. The tender forms part of Kenya’s National Lottery Act, 2023 framework, under which the National Lottery Board was established to oversee the procurement and licensing of a formal national lottery operator.

The Board has also required bidders to submit an original KES2m (€13,200) “Tender Security/Bid Bond”, issued by a reputable commercial bank or an approved insurance company recognised by the Public Procurement Regulatory Authority.

The notice states: “Interested eligible bidders may download a complete set of tender documents from the National Lottery Board website or public procurement information portal free of charge. Firms that download the documents are required to register with the entity through [email protected] to receive clarifications or addenda issued during the process.”

Tenderers must ensure all submitted pages are chronologically serialised and that completed bids are submitted in both original and copy format in plain sealed envelopes marked with the tender number, with no indication of the tenderer on the envelope. Completed bids must be deposited in the Tender Box on the 25th Floor at the UAP Old Mutual Building, Nairobi, addressed to the Chief Executive Officer of the National Lottery Board.

Procurement and oversight

The appointment of a transaction adviser is expected to support the commercial, financial and regulatory structuring of the operator procurement process, including bid evaluation, concession planning and transparency controls for the eventual national lottery licence award.

The notice also states that late tenders will be rejected, while prices quoted must be net inclusive of VAT and all government taxes and remain valid for 180 days from the opening date, providing the Board with a fixed evaluation period during the procurement process.

Completed tender documents must be submitted by May 6 2026, after which submitted bids will be opened publicly in the 25th Floor Boardroom in the presence of tenderers or their representatives who choose to attend.

The advisory appointment is also expected to strengthen transparency and governance in operator selection, while supporting broader public revenue objectives linked to Kenya’s long-term national development plans.

The advisory tender follows broader efforts to formalise Kenya’s national lottery framework, with draft National Lottery Regulations, 2026 proposing a KSh2bn (€13.2m) minimum paid-up capital threshold for future operators, alongside a seven-year licence term and stricter ownership conditions.
