Botswana starts nationwide review of gambling policy with stakeholder consultations

Botswana.- Botswana has begun a review of its National Gaming and Gambling Policy (2002), marking a formal step towards updating the regulatory framework governing the country’s gambling industry. The process is being led by the Ministry of Trade and Entrepreneurship in partnership with the Gambling Authority of Botswana and the Botswana Institute for Development Policy Analysis (BIDPA).
The review aims to assess whether the existing policy still reflects current market realities and technological developments within the gambling sector. Introduced in 2002, the policy predates the rapid growth of digital betting platforms, evolving consumer behaviour and increased regional competition in regulated gaming markets.
As part of the process, the Gambling Authority has launched nationwide consultations to gather input from key stakeholders. These include representatives from government agencies, private operators and parastatal institutions. The consultations began in Palapye at the Majestic 5 Hotel, where stakeholders met to discuss policy gaps, regulatory challenges and opportunities for industry growth.
Authorities say the consultative approach aims to ensure that the revised policy reflects a broad range of perspectives and aligns with national economic objectives. The gambling sector in Botswana contributes to government revenue through licensing fees and taxation, while also supporting employment and tourism-related activities. However, regulators also face the need to balance economic benefits with responsible gambling and consumer protection.
The inclusion of BIDPA in the process indicates that the review will be supported by policy research and data analysis. This is expected to guide recommendations on regulatory structures, compliance mechanisms and potential reforms.
Following stakeholder engagements across three major regions, the findings will be consolidated into a draft policy for further review. The updated framework is expected to define the direction of Botswana’s gambling industry, including licensing conditions, operational standards and safeguards for players.
