Pixbet gains full Brazilian online gambling licence days after suspension
Four operators briefly had their provisional licences suspended by the Brazilian regulator.
Brazil.- Pixbet Soluções Tecnológicas, owner of the online betting sites Pixbet, Flabet and Bet da Sorte, has been granted a definitive licence to operate fixed-odds betting in Brazil. The confirmation was made in Ordinance SPA/MF nº 806/2025 published by the Secretariat of Prizes and Bets (SPA).
Valid until January 5, 2030, the full authorisation comes just days after Pixbet was included in a list of four operators that had their provisional licences suspended for 90 days by the gambling regulator. The SPA also suspended the licences of TQJ-PAR Participações, 7MBR LTDA and Caixa Lotteries SA, citing failures to submit technical certifications of betting systems and integration with financial intermediaries.
However, federal judge Anderson Santos da Silva, of the 2nd Court of Justice of the Federal District, suspended the SPA’s orders to cease operating after operators filed writs of mandamus. In Pixbet’s case, it claimed it had submitted three of the four required documents on time and that the final document was filed shortly before the suspension was issued.
The SPA had claimed that TQJ-PAR Participações, 7MBR LTDA, Caixa Lotteries SA, and Pixbet Technological Solutions had also failed to comply with Article 3 of Ordinance SPA/MF No. 2,104. This regulation outlines mandatory technical certifications for platform infrastructure, wagering systems, IT security and servers.
The Brazilian online gambling regulatory framework came into play on January 1. Operators had until January 30 to submit technical certifications via the Betting Management System (SIGAP). To ensure compliance, the SPA requires platforms and systems to be certified by an approved independent testing agency.
Pixbet is the front-of-shirt sponsor of top-tier football club CR Flamengo. Prior to the launch of the federal online gambling framework, it had state-level licences from LOTERJ in Rio de Janeiro and Lottopar in Paraná.
TQJ-PAR Participações, a subsidiary of Brazil’s television network Grupo Silvio Santos, operates brands such as Bingo Bank, TeleSenaBet, and Bet do Milhão. The SPA had granted the company a provisional licence to begin operations on January 1. Caixa Lotteries SA, the state-owned operator overseeing Brazil’s federal lottery and instant-win games, plans to launch two brands, CaixaBet and Megabet later this year. 7MBR operates the esports betting platform Cbet (cbet.gg). It has minimal exposure in the market.
At present, SPA has granted full online gambling licences to 43 operators who have successfully completed all required technical certifications.
Brazilian gambling operators ordered to register on consumer rights platform
Earlier this month, the Ministry of Justice and Public Security (MJSP) and the Ministry of Finance (MEF) ordered all SPA-licensed online gambling operators to register on the Brazilian consumer agency SENACON‘s platform at Consumidor.gov.br. The move will allow players to deal with disputes with operators via the free public service platform.
The platform is intended to facilitate information and communication between consumers and companies in disputes. SENACON will monitor consumer rights in the new regulated online gambling market, which went live in January. It warns that operators could face penalties for non-compliance if they fail to join the platform and comply with its rules.
