German rapper handed gambling fine during concert
Police issued Capital Bra with a fine for allegedly promoting illegal gambling.
Germany.- The German federal gambling regulator, the GGL, says police have helped it to issue a fine against a prominent rapper for allegedly promoting unlicensed gambling. Capital Bra was reportedly issued with the fine during a concert.
The rapper, whose real name is Vladislav Balovatsky, was born in Siberia, Russia and raised in Dnipro, Ukraine, before he and his mother moved to Berlin in the early 2000s. He’s become one of the most successful German musical acts, with 22 number-one songs.
The GGL says its investigators found that Capital Bra had been promoting unlicensed gambling operators on social media. It says he frequently livestreamed himself playing on such platforms and shared affiliate links in contravention of Germany’s Interstate Treaty on Gambling (GlüStV 2021).
The regulator initiated proceedings in October 2025, but the rapper failed to attend a hearing and ignored a financial warning. That led the GGL to escalate the enforcement, ultimately imposing a €250,000 penalty. The fine was formally delivered by the GGL and West Hesse police department during a concert in Wiesbaden at the weekend.
In its statement, the GGL said it would “use all legally permissible means and cooperate with the competent police authorities to ensure the enforcement of applicable law. Practice shows that enforcement succeeds.”
Board member Ronald Benter added: “We don’t shy away from well-known names. Anyone who advertises illegal gambling should expect consistent official measures.”
