EGBA report shows continued growth in European online gaming revenue

The EGBA Annual Activity report highlights the achievements of a “landmark year” for European online gambling operators.

Belgium.- The European Gaming and Betting Association (EGBA) has published its Annual Activity Report for the 12 months of 2025, showing continued growth in European gaming despite the challenges of increased taxation and regulatory restrictions in many markets. Members’ combined online gross gaming revenue (GGR) reached €18bn, a rise of 34 per cent year-on-year,

The report showcases EGBA’s key achievements and insights into the market in the form of aggregated market data from its nine operator members, who are estimated to have accounted for around 30 per cent of regulated European online gross gaming revenue (GGR) in 2025.

By the end of the period, EGBA members held 401 online gaming licences across 22 jurisdictions, a 25 per cent increase from the end of 2024. Members took €275.3bn in wagers, up by 28 per cent year-on-year.

Casino games generated 48 per cent of all GGR, sports betting 46 per cent, poker 3 per cent and other categories (such as bingo, virtual betting, esports and event betting) 3 per cent. Pre-match betting accounted for 63 per cent of sports GGR.

Customer winnings across verticals were up by 27 per cent to €257.3bn. However, the return to player rate (RTP) dropped further, from 93.7 per cent to 93.4 per cent. That helped the industry’s collective operating margin inch up from 6.3 per cent to 6.6 per cent.

EGBA’s Annual Sustainability Report 2025 revealed continued progress in members’ sustainability efforts and, for the first time, included data on their tax contributions to European economies. The association also hailed the approval of the first European standard on markers of harm for online gambling, an initiative EGBA proposed in 2022, as well as its launch of a Responsible Influencer Marketing Pledge with the European Advertising Standards Alliance (EASA).

EGBA noted that the past year also saw its membership grow to nine full operator members with the addition of Tipico joining existing members Bet365, Entain, Betsson Group, Evoke, FDJ United, Flutter, LeoVegas and Super Technologies. It’s also seen Yaspa joining as a new associate member, while also expanding its secretariat team with three new staff across policy, regulatory affairs, and EU institutional engagement.

Maarten Haijer, Secretary General of EGBA, said: “It was a landmark year for EGBA in several respects: the most impactful European Safer Gambling Week yet, the approval of the first European standard on markers of harm, new standards on influencer marketing, and continued progress under our AML Guidelines.

“Finland’s transition to a multi-licensed market is also a major development that we have long called for, and validates our long-standing position that competitive, regulated markets are the most effective way to protect consumers and address the illegal market. Looking ahead, we’ll continue our efforts to set standards across the industry and to promote balanced and smart regulation across Europe.”
