Rwanda Development Board brings gambling stakeholders together to discuss the sector’s future
RDB convenes licensed operators and regulators for inaugural industry engagement focused on responsible growth, compliance and collaboration.
Rwanda.- The Rwanda Development Board (RDB) has brought together licensed operators and regulators for the country’s first Gambling Industry Engagement, a platform for dialogue on the future of Rwanda’s gambling sector.
Jean-Guy Afrika, RDB chief executive, opened the event and highlighted the importance of balancing industry growth with responsible regulation. Afrika said: “A sustainable gambling industry is one that balances growth with responsibility. By strengthening compliance, responsible gaming, and digitisation, we are building a sector that is trusted, well-regulated, and positioned for long-term growth.”
The RDB serves as Rwanda’s gambling regulator and oversees gambling licensing and regulation in the country, including casinos, sports betting and the National Lottery. The agency also oversees compliance and supports responsible gambling initiatives across the sector.
According to the RDB, the engagement provided a structured platform for dialogue between licensed operators and regulators on the future of the sector. The engagement reaffirmed a collective commitment to transparent governance and collaboration as foundations for an industry that supports Rwanda’s broader economic objectives.

The event comes amid ongoing developments in Rwanda’s gambling sector, including the April 2026 appointment of Moja Rwanda Limited as the new operator of the National Lottery following a competitive selection process overseen by the Rwanda Development Board. The appointment formed part of Rwanda’s broader efforts to strengthen governance and regulatory oversight within the gambling industry.
