RDB seals 10-year National Lottery deal with Moja Rwanda
Signing ceremony formalises Moja Rwanda Ltd.’s 10-year mandate to operate Rwanda’s National Lottery after months of regulatory uncertainty.
Rwanda.- Rwanda Development Board (RDB) has officially signed a 10-year agreement with Moja Rwanda Ltd. to operate the country’s National Lottery, marking a major new chapter for the regulated lottery sector after months without an operator.
The agreement was signed in Kigali on May 12, formally finalising the long-term operating arrangement between the two parties and confirming Moja Rwanda Ltd. as the country’s National Lottery operator under the RDB. In a statement shared across its official social media channels, RDB said: “Today, RDB CEO Jean-Guy Afrika and Georges Boukazi, managing director of Moja Group Inc., signed a 10-year Operating Agreement to operate Rwanda’s National Lottery.”
The RDB said the agreement forms part of efforts to strengthen the country’s regulated lottery sector. “Moja Group Inc., through its subsidiary Moja Rwanda Ltd., will operate the National Lottery in line with international standards, with revenues supporting public-interest programmes that benefit communities across the country,” added the RDB.

The agreement follows months of uncertainty surrounding Rwanda’s National Lottery operations after authorities terminated former operator Carousel Ltd’s Inzozi Lotto licence in October 2025 over failure to meet contractual and regulatory obligations. Authorities later launched a competitive selection process to identify a new National Lottery operator after the National Lottery was left without an operator in late 2025.
Rwanda’s Cabinet approved the agreement with Moja Rwanda Ltd. on April 2, after the company was announced as the country’s new National Lottery operator, paving the way for the latest signing ceremony and the formal start of the company’s long-term operational mandate.
Proceeds generated through Rwanda’s National Lottery are channelled to the Ministry of Sports under the country’s Sports Development Policy while also supporting wider community and public-interest initiatives. Rwanda launched its National Lottery in 2021 as part of broader efforts to create sustainable funding channels for sports and national development programmes.
