Angola boosts gambling sector as ISJ expands nationwide oversight
ISJ’s provincial rollout signals stronger compliance, enhanced enforcement and a more sustainable gambling market.
Angola.- Angola’s Gaming Supervision Institute (ISJ) has launched a nationwide expansion drive, moving to establish a stronger presence across key provinces in a bid to enhance oversight while supporting the country’s growing gambling sector.
The initiative, which began on April 23, has already seen ISJ delegations visit Malanje, Benguela, Cabinda and Huíla, with further stops planned in Zaire and Huambo. The strategy marks a shift towards more localised supervision, bringing the regulator closer to operators, players and key stakeholders while enhancing its capacity for on-the-ground intervention.
Led by Director General Nerethz Tati and Deputy Director General Cláudio Paulo, the visits were carried out by separate teams supported by technical staff tasked with introducing provincial work units.
At each location, ISJ officials engaged provincial governments, including governors and vice-governors, while receiving support and logistical assistance from Provincial Finance Delegations, whose contribution helped advance work agendas and improve local institutional coordination.
The visits also reinforced collaboration with key justice and security bodies, including the Attorney General’s Office (PGR), the Criminal Investigation Service (SIC), the State Intelligence and Security Service (SINSE) and the National Police.
These engagements are aimed at improving cooperation across institutions, boosting enforcement against illegal gambling and related illicit activities, while supporting a safer and more transparent operating environment for licensed operators.
According to Tati, the expansion represents a key step forward for the sector. “The expansion of the ISJ to the provinces represents a structuring step towards strengthening our supervisory capacity, allowing for closer, more effective action aligned with the challenges of the sector. We are committed to promoting legality, transparency and responsible gaming throughout the national territory,” said Tati.
Driving regulatory compliance nationwide
ISJ is also intensifying its focus on key areas including illegal gambling, anti-money laundering and counter-terrorist financing measures, as well as ensuring compliance with gaming legislation. Promoting responsible gambling remains central to its long-term vision for a sustainable market.
The ISJ said: “The Gaming Supervision Institute thus reiterates its commitment to legality, responsibility and the protection of the public interest, actively contributing to the balanced and sustainable development of the sector in Angola.”
The rollout of provincial teams is expected to enhance monitoring, expand enforcement capacity and improve compliance standards, while deepening engagement with stakeholders across the country.
With additional visits imminent, ISJ is setting a clear direction for Angola’s gambling sector-focused on effective oversight, market integrity and sustainable growth.
