ULIS names Jean-Luc Moner-Banet as president

United Lotteries for Integrity in Sports appointment a new Executive Committee during its General Meeting in Bern.

Switzerland.- United Lotteries for Integrity in Sports (ULIS) has confirmed the election of Loterie Romande CEO Jean-Luc Moner-Banet as its president. It also appointed a new Executive Committee during its General Meeting in Bern. The body said the transition prepares it to address the challenges and opportunities of the evolving global sports betting ecosystem.

Moner-Banet has more than three decades of experience in the lottery sector. He joined Loterie Romande, one of Switzerland’s two state-authorised lotteries, in 1998. He was appointed deputy director general in 2001 and has served as CEO since 2007. Prior to joining the lottery operator, he worked for ten years in various roles for gaming industry suppliers.

ULIS stressed Moner-Banet’s long advocacy for integrity and good governance on the international stage. From 2012 to 2018, he served as president of the World Lottery Association (WLA). Since 2009, he has been serving in leadership roles at European Lotteries (EL), including his current position as supervisory chair of the Sport & Sport Integrity Working Group.

In 2019, he took up his role as chair of the WLA Betting Integrity on Sports & Horse Racing Committee (BISHRC), established to preserve the integrity of sport by leading the fight against match-fixing and illegal betting.

He was also a founding father of the European Lottery Monitoring System (ELMS), the first cooperative platform enabling European lotteries to monitor betting activities and detect irregularities. Under his leadership, ELMS expanded and evolved into the Global Lottery Monitoring System (GLMS), extending its scope to a worldwide level.

In 2022, GLMS became United Lotteries for Integrity in Sports (ULIS), reflecting a broader mission of uniting state-authorised lotteries across the globe in the protection of sport integrity against the threats of competition manipulation and illegal betting.

As President, I am committed to driving forward new partnerships, innovative initiatives, and ensuring that ULIS continues to set the global standard for integrity in sports. This is an opportunity to strengthen the lotteries’ collective impact on our industry, and I am ready to make it happen.”

The mandate of the newly elected ULIS Executive Committee has been confirmed for a three-year term, running until 2028. The ULIS Executive Committee comprises:

  • Jean-Luc Moner-Banet (President) – CEO, Loterie Romande, Switzerland
  • Chris Lo (Vice-President) – Head of Trading, The Hong Kong Jockey Club, Hong Kong, China
  • Chee Weng Lam – CEO, Singapore Pools, Singapore
  • Louis Beaudet – Sports and Entertainment Betting Director, Loto-Québec, Canada
  • Antoine Beghin – Director of Sponsorship & Sports Integrity, La Française des Jeux, France
  • Younes El Mechrafi – CEO, Marocaine des Jeux et des Sports (MDJS), Morocco
  • Ales Vesely – CEO, SAZKA a.s., Czech Republic
  • Lemeng Wang – Board Director, China Sports Lottery Operation Co., Ltd., China

ULIS also praised the work of outgoing president Gilles Maillet and the 2023-2025 Executive Committee, noting the milestones accomplished, including the launch of EDULIS, the ULIS Educational Programme, a state-of-the-art monitoring platform for sports betting integrity and the expansion of collaborations with international stakeholders and sports organisations, such as UEFA, and CONMEBOL, while also developing ULIS’s presence in Latin America.

Meanwhile, National Lottery PLC, the exclusive concessionaire and licensed operator of the National Lottery of Malta, has joined its global network as its latest full individual lottery member.
