Swedish gambling operator fined over telephone offer

The Swedish gambling regulator said the process breached legislative requirements.

Sweden.- The Swedish gambling regulator Spelinspektionen has issued a warning and a SEK 400,000 (€37,500) fine against ImpactWin Partner Ltd, operator of ImpactWin, Lotto Experten and Superlottoclub because the way in which it agreed contracts by phones did not meet the requirements of the Swedish Gambling Act.

The regulator noted that a licensee who contacts a consumer by telephone with the aim of concluding a distance gambling contract must confirm the offer in a legible and durable form that is accessible to the consumer. The contract is concluded by the consumer accepting the offer in writing after the call.

ImpactWin Partner Ltd (formerly More Tech Group Ltd) had confirmed gaming subscriptions and consumer approvals in a way that did not meet the requirements, thus violating the provisions on telephone sales in Chapter 14, Section 19 of the Gambling Act.

Two operators lose appeals against illegal gambling verdicts in Sweden

Meanwhile, two companies have lost their appeals against orders issued by the Swedish gambling regulator. The Administrative Court ruled that Spelinspektionen had grounds for its orders to Sinovum and Flashback to cease marketing illegal gambling.

The regulator had issued orders against Sinovum Media AB and Flashback Media Group AB in October and December 2025 respectively. It demanded that they cease advertising via banners on the websites synonymer.se and flashback.org. The advertising concerned marketing for certain designated websites where gambling was provided without a Swedish licence, Spelinspektionen said.

The Administrative Court found that both Sinovum and Flashback had promoted illegal gambling through the advertising and that there was a basis for the injunctions to prevent its continuation.
