Pennsylvania gaming revenue sets new record in 2025

The Pennsylvania Gaming Control Board has reported a fifth consecutive year of growth.

US.- The Pennsylvania Gaming Control Board (PGCB) has reported that combined gaming revenue reached a new record high in 2025. Revenue was $6.8bn, up by 10.7 per cent from 2024 in what was the fifth consecutive year of growth.

The growth was primarily driven by the igaming sector, which saw revenue climb to $2.7bn, up 28.6 per cent year-on-year. Other sources of revenue are slot machines, table games, sports wagering, video gaming terminals (VGTs) and fantasy contests. 

According to the PGCB’s report, retail slots revenue decreased by 0.62 per cent year-on-year to $2.43bn, while table games revenue decreased by 1.2 per cent to $925m. Despite the overall retail decline, Hollywood Casino York reported an 11.54 per cent increase in table games revenue.

The sports wagering handle was $602.5m, 18 per cent above 2024. The total betting handle for the year reached $8.8bn, up 5.19 per cent year-on-year.

Tax revenue and the annual slot machine licence operation fees brought in $2.9bn for the state, beating the $2.6bn generated in 2024. 

Revenue for VGTs at truck stops was US$41.5m, down 0.1 per cent year-on-year. At the end of the year, there were 75 VGT facilities in Pennsylvania. Revenue from fantasy contests was US$19.2m, up 2.67 per cent when compared to 2024.

Among individual operators, Hollywood Casino at Penn National maintained its market-leading position in the igaming segment, generating more than $1bn in revenue. Valley Forge Casino Resort generated $777.6m in online casino revenue, while also leading the sports betting market with $274.2m in revenue.
