U.S.- The Pennsylvania Gaming Control Board (PGCB) has reported that the state’s licensed casinos and resorts employed 15,242 people as of June 30, 2026, with 90 per cent living in Pennsylvania. The figures were included in the regulator’s 19th annual Diversity Report, prepared by Director of Diversity Mozelle E. Daniels.
Women accounted for approximately 42 per cent of casino employees, while racial minorities represented the same proportion. Among the 2,359 employees in executive, management and professional positions, women represented 39 per cent and racial minorities 28 per cent. On the other hand, table games employed 4,690 people, including 4,067 Pennsylvania residents. According to the PGCB, 86 per cent of table game positions were held by state residents, above the Commonwealth’s target for the sector.
Parx Casino was the largest employer, with 1,872 workers, followed by Wind Creek Bethlehem with 1,589 and Rivers Casino Pittsburgh with 1,496. Parx Casino Shippensburg had the smallest workforce, with 212 employees.
The proportion of Pennsylvania residents employed by each property varied considerably. Mohegan Pennsylvania and several Category 4 casinos, like Live! Pittsburgh, Hollywood York, Hollywood Morgantown, Parx Shippensburg and Happy Valley, reported that 99 per cent of their employees lived in the state.
At the other end of the scale, Live! Casino Philadelphia had 986 Pennsylvania residents among its 1,341 employees, representing 74 per cent. Rivers Casino Philadelphia reported a 79 per cent share.
Harrah’s Philadelphia and Valley Forge Casino Resort had the highest representation of racial minorities among executive-level employees, at 53 per cent. The figure was 5 per cent at Live! Casino Pittsburgh and 10 per cent at Presque Isle Downs.The Casino at Nemacolin was the only property where women represented a majority of executive-level positions, at 52 per cent.
The report includes Happy Valley Casino, which opened on April 27, 2026, in Centre County. The Category 4 property ended the fiscal year with 289 employees, 99 per cent of whom were Pennsylvania residents, and filled 297 of the 376 positions it had offered by the end of the reporting period.
Casino donations reach US$15.1 m
The PGCB also reported measures aimed at increasing opportunities for minority-owned, women-owned, diverse and small businesses. Operators have updated supplier databases, simplified bidding processes, introduced prompt-payment measures and expanded mentoring programmes.
The industry also increased its community contributions during the fiscal year. Casino donations and other community support reached US$15.1 m in 2025/26, up from $ 12.9 m the previous year. Since 2006, Pennsylvania casinos have contributed more than US$241 m to philanthropic and community initiatives.
The report is required under Section 1212 of the Pennsylvania Race Horse Development and Gaming Act, which directs the PGCB to promote and monitor diversity throughout the state’s legal gaming industry. Each casino licensee must submit an updated diversity and hiring plan every year as part of the Statement of Conditions required.
