OLG and Caesars sign long-term operating agreement for Windsor Casino

The company will remain responsible for managing the Canadian venue’s operations for the next 20 years.

Canada.- The Ontario Lottery and Gaming Corporation (OLG) and Caesars Entertainment Windsor Limited have entered into a Casino Operating and Services Agreement (COSA) for the Windsor casino. It’s the final gaming site in Ontario to transition day-to-day operations to a private-sector provider under the OLG’s land-based gaming modernisation model.

Under the deal, Caesars will remain responsible for managing the Canadian venue’s operations for the next 20 years and must maintain current casino employment levels for at least 18 months.

The OLG will continue to make Municipality Contribution Agreement (MCA) payments to the City of Windsor. It says that since 1994, it has provided more than $138m in MCA payments.

Windsor Casino has 85 table games, more than 1700 slot machines and a poker room. Caesars was selected as the operator in May 2025 through a competitive procurement process.

OLG’s president and CEO, Duncan Hannay, said: “This is a great day for OLG, our partners at Caesars and the City of Windsor. The agreement we’ve signed will see our partnership with Caesars continue for many years to come. It’s a partnership that has benefitted the community and local economy in countless ways and we’re thrilled to continue our contribution together.”
