Malta gambling regulator launches consultation on AI Gaming Charter

The MGA’s AI Gaming Charter aims to promote an ethical and responsible use of artificial intelligence in the sector.

Malta.- The Malta Gaming Authority (MGA) has launched a consultation among igaming licensees on a proposed AI Gaming Charter. The document has been developed in collaboration with the Malta Digital Innovation Authority (MDIA) in an effort to promote an ethical and responsible use of artificial intelligence.

The regulator stressed that adherence to the charter would not be a regulatory obligation. Instead, the document is intended to provide voluntary, principles-based guidance to support the responsible and transparent use of AI within the sector. That includes principles on topics like the integration of AI in customer service and marketing as well as areas like compliance procedures and the prevention of fraud.

The proposed Charter is designed to complement existing legal and regulatory frameworks, including the EU Artificial Intelligence Act, while reflecting the specific operational context of the gaming industry, the MGA said.

The move is a recognition that AI-driven processes have become widespread in the industry, from chatbots for customer interaction to the organisation of targeted marketing messages and the use of real-time behavioural analytics for the monitoring of player activity, responsible gaming interventions and security, where AI can identify patterns to distinguish between legitimate users and potential threats from bots. It’s even being used for game design.

The MGA says it recognises that AI can improve efficiency and precision in certain processes, but wants to encourage its licensees to be aware of issues related to bias and the need for an adequate supervision of AI systems.

The consultation comes as the government explores the possibility of a dedicated regulatory framework for predictions markets in Malta.
