iGaming Ontario names Joseph Hillier as new president and CEO
Hillier has served as chief strategy officer and corporate secretary at the AGCO.
Canada.- iGaming Ontario’s board of directors has appointed Joseph Hillier as president and chief executive officer, effective September 8. Since Martha Otton’s retirement, David Smith has served as interim in the role.
iGaming Ontario said: “The board of directors looks forward to supporting Joseph as he leads iGaming Ontario to build on Ontario’s igaming market success and deliver on key priorities including an anti-money laundering system for operators, and a centralized self-exclusion platform for Ontarians.”

Hillier was most recently chief strategy officer and corporate secretary at the Alcohol and Gaming Commission of Ontario (AGCO). He also served as chief of staff to Ontario Attorney General Hon. Doug Downey and led the development, launch and implementation of Canada’s first private sector-driven igaming market and the creation of iGaming Ontario. He worked for more than a decade in the financial and legal services sectors.
Otton announced her plan to retire in August 2024. In December, she agreed to remain in the position until March 31, 2025.
