UAE issues gaming vendor licences to Scientific Games and Random State

Nine suppliers have now been licensed as the UAE prepares for the launch of casino resorts.

United Arab Emirates.- The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has awarded gaming-related vendor licences to Scientific Games and Random State. With the approval, the two international online gaming developers can now provide their gaming solutions to licensed operators in the UAE’s regulated lottery and gaming market.

The latest licences bring the total number of suppliers authorised by the regulator to nine following the GCGRA’s authorisations last month of IGT Global Services, Novomatic and Aristocrat Technologies Europe, EQL Games. Meanwhile, US-based Xpoint has been chosen as a geolocation vendor by the UAE’s lottery operator, The Game LLC

Michael Conforti, president of international business for Scientific Games, said: “We are extremely pleased that Scientific Games has been authorised as a lottery supplier in the UAE with this licence. Sweden-based Random State specialises in real-money instant games and custom digital lottery solutions. Adam Fonsica, co-founder and chief operating officer, said: “The UAE has the potential to become one of the world’s most dynamic digital-lottery markets. Earning the GCGRA’s trust is a major milestone for us. We’re eager to introduce our gamified eInstants and custom draw games to local players later this year.”

In 2024, the UAE became the first Gulf country to legalise commercial gaming. So far, the GCGRA has issued a lottery licence to The Game LLC, which began draws in December, and a commercial land-based casino gaming licence to Wynn Resorts.

Wynn’s Al Marjan Island in Ras Al Khaimah (RAK) is expected to open by the first quarter of 2027. MGM Resorts has applied for a licence to operate a land-based casino in Abu Dhabi.
