Cambodia cancels 18 casino licences over scam links
Casino owners and shareholders could also face asset freezes or confiscation.
Cambodia.- The licences of 18 casinos have been revoked over alleged links to scam activities. Nine others have been suspended while investigations continue.
The measures were announced by the Secretariat of the Commission for Combating Online Scams (CCOS), which has been working with the Commercial Gambling Management Commission of Cambodia (CGMC), judicial police, prosecutors, courts, and the Cambodian Financial Intelligence Unit.
The 18 casinos whose licences have been revoked are KMH Paradise Tower Casino & Hotel, Eagle King Casino, Orchid Hotel & Rich Casino, Shanghai Resort, Golden Galaxy Casino, Roxy Hotel & Casino, Golden Fortune Resorts World Casino, Knhom Casino, Jin Bei Group, Jin Bei Casino, Zhong Huawei Golden Sand International Entertainment, G.C Casino, Da Jin Kang Casino & Hotel, Gang Dao Casino, Ying Huang Casino, Jin Bei 4 Casino, Xin Hao Peak Casino and Jin Yu Man Tang Casino.
Officials are still investigating the nine suspended casinos, which could also face licence revocation. The CCOS said assets belonging to casino owners or shareholders involved in scam-related offences could be frozen or confiscated. Enforcement operations have targetted more than 600 locations since July 2025.
The government is preparing to suspend online gambling at casinos from October. Interior Minister Sar Sokha previously said the measure was aimed at tackling scams, suspicious financial transactions, and the misuse of casino premises for illegal activities.
