AGCO bans mandatory purchase of charitable lottery products

The Alcohol and Gaming Commission of Ontario (AGCO) has updated its Lottery Licence Policy Manual (LLPM).

Canada.- The Alcohol and Gaming Commission of Ontario (AGCO) has updated its Lottery Licence Policy Manual (LLPM) to state that requiring the mandatory purchase of charitable lottery products, including raffle tickets, is not permitted. The new rule became effective on October 3.

AGCO said organisations with active licences that currently require mandatory purchase can continue to do so until the conclusion of their curreny licence. Those with active licences that do not currently require mandatory purchases are not permitted to introduce such requirements. No new licences allowing mandatory purchasing policies will be issued.

The regulator said the action aligns with its “mandate to regulate in accordance with the principles of honesty and integrity, and in the public interest.”

In August, AGCO updated lottery policies to remove the cap on seller commission for papre raffles and media bingo and remove the prohibition on Catch the Ace paper lotteries.
