Uganda showcases leadership, innovation and integrity in gambling at GRAF 2025

The NLGRB highlighted Uganda’s progress in modernising gaming regulation, digitalising compliance and expanding responsible gaming initiatives at the continent’s premier regulatory forum.

Uganda.- Uganda highlighted its leadership in gambling regulation at the 16th Gaming Regulators Africa Forum (GRAF) Conference 2025. The Uganda National Lotteries and Gaming Regulatory Board (NLGRB) showcased the country’s progress in modernising its regulatory framework, digitalising compliance processes, and expanding responsible gaming initiatives, reinforcing its commitment to a safe and transparent gaming sector.

A delegation from the NLGRB, led by Board Chairman Ken Kitariko and CEO Denis Ngabirano, engaged with regulators and industry leaders from across Africa to explore ways to strengthen cross-border cooperation, leverage technology and harmonise standards continent-wide.

The NLGRB said: “The National Lotteries and Gaming Regulatory Board’s representation highlighted Uganda’s progress in modernising its regulatory framework, digitalising compliance processes and expanding responsible gaming initiatives within communities.”

The Board also highlighted Uganda’s growing role in regional gaming oversight. “Most gaming operators in Uganda maintain operations across multiple jurisdictions, necessitating NLGRB’s collaboration with other African Gaming Regulators. NLGRB’s participation in GRAF 2025 reiterates Uganda’s commitment to upholding global best practices and strengthening the integrity, fairness and transparency of the gaming sector,” added the NLGRB

GRAF shapes Africa’s gaming future

The annual GRAF Conference, held from November 17-20 in Sun City, South Africa, brought together regulators, policymakers and industry leaders to discuss emerging trends, innovations and best practices shaping gaming regulation across the continent.

Themed “Strengthening Gambling Regulation in Africa: Collaborative Action Against Gambling Harm and Promotion of Responsible Play in a Tech-Driven Era”, the event emphasised Africa’s commitment to creating a safe, innovative and player-focused gaming ecosystem.

Mabutho Zwane, GRAF President, said: “Africa regulates better if Africa works together, and the growth of the gaming sector should never come at the expense of the player.”

Launched in 2003, GRAF provides a platform for African regulators to share knowledge, address common challenges and develop collaborative strategies. The forum continues to drive innovation, transparency and growth in the gaming sector across the continent.
