Togo’s gambling sector goes digital to pay new taxes under 2026 Finance Law
Following the introduction of new taxes on gambling winnings, operators must now use certified electronic invoicing to digitally record payouts.
Togolese Republic.- Togo’s gambling sector is embracing digital transformation in 2026, as operators adopt certified electronic invoicing to pay newly introduced taxes in the country.
As of January 1, gambling and lottery operators were required to automatically withhold 5 per cent on any win of €760 (CFA500,000) or more before paying the remainder to the winner, providing both operators and players with clarity on how winnings were taxed under the 2026 Finance Law.
All payouts above this threshold must now be digitally recorded, creating a fully traceable, auditable and accountable system that protects both businesses and players while ensuring compliance with government regulations.
A statement by the Official Portal of the Togolese Republic said: “Certified electronic invoicing is intended to strengthen the traceability of commercial transactions and combat tax fraud, particularly regarding value-added tax.”
The statement also highlighted the broader fiscal impact and added: “The 2026 finance law introduces several major fiscal innovations aimed at improving and optimising the mobilisation of public revenues.”
Digital invoicing modernises system
Beyond gambling, certified electronic invoicing applies to all businesses, improving reporting accuracy, operational efficiency and audit readiness. Companies must adopt the system to remain compliant with fiscal regulations.
The 2026 finance law also introduces sector-specific taxes and exemptions, including incentives for companies hiring people with disabilities, adjustments to property valuation duties and export taxes on select agricultural products.
The government has allocated CFA2,740.5bn (€4.17 bn) in the 2026 budget, a 14.4 per cent increase from 2025, reflecting its commitment to modernising revenue collection and formalising business operations.
