The Presidency announced the appointment following the July 1 Council of Ministers meeting, marking a new chapter for Senegal’s national lottery.

Senegal.- Senegal has appointed Abdourahmane Baldé as the new director general of the National Lottery of Senegal (LONASE), ushering in new leadership at the state-owned lottery after the government replaced Toussaint Manga. 

The appointment was announced in a communiqué issued by the Presidency following the July 1 Council of Ministers meeting chaired by President Bassirou Diomaye Faye. The communiqué states: “Abdourahmane Balde, Tax Lawyer, is appointed Director General of the Senegalese National Lottery (LONASE), replacing Toussaint Manga.” 

Baldé is a tax lawyer and holds degrees in law and taxation. He spent much of his career in Senegal’s tax administration, where he developed expertise in financial and tax matters.

Following his appointment, Baldé thanked the President for the confidence placed in him, saying he accepted the role with “deep gratitude and a great sense of responsibility,” according to Senego. 

He described the appointment as “an honour, but above all a responsibility in the service of our country,” adding that he would carry out his duties with “rigour, integrity and a spirit of dialogue.”  

Baldé also said he would work alongside LONASE employees to consolidate the lottery’s achievements, strengthen its performance and reinforce its contribution to Senegal’s economic and social development.

Following the announcement, Manga, who was appointed LONASE’s director general in May 2024, issued a farewell message thanking the President and Prime Minister Ousmane Sonko for the confidence placed in him during his tenure.

Reflecting on his time at LONASE, Manga said he was leaving with “a sense of duty fulfilled,” according to Seneweb. He also highlighted what he described as the operator’s achievements during his tenure, including a net profit of CFA19bn (US$33m) in 2025 and more than CFA90bn (US$157m) generated for the Senegalese state between October 2025 and June 2026. 

Manga also congratulated Baldé on his appointment and wished him success in leading the national lottery.
