Rwanda calls on qualified operators to run the National Lottery with deadline just days away
The Rwanda Development Board, through its National Lottery and Gambling Commission, invites experienced and reputable operators to submit applications to manage the National Lottery.
Rwanda.- The Rwanda Development Board (RDB), through the National Lottery and Gambling Commission (NLGC), has called on qualified and reputable operators to manage and operate the National Lottery in Rwanda. Applications opened on 9 October, and the submission deadline is 31 October, giving operators just days to apply.
The National Lottery is designed to mobilise predictable proceeds for public-interest programs, including health, sports, culture and related causes; offer low-stakes, socially responsible, transparent products; and uphold international-standard integrity, technology and accountability.
According to an official notice, the government is seeking operators with strong credentials. “Applications are welcomed from operators with successful experience in operating national lotteries or comparable large-scale systems; sufficient financial capacity and technical expertise to deploy secure, modern platforms with nationwide reach”, said the RDB notice.
The notice further adds that the government is focused on running the National Lottery responsibly. “The Government of Rwanda is committed to working with reputable operators to re-establish the National Lottery as a responsible national undertaking that protects citizens, ensures integrity and delivers maximum public and economic benefit.”
Operators must meet strict requirements
Applicants must submit all documentation and proof of payment required under Ministerial Order No. 01/013 of 20/06/2013. Required materials include corporate profiles, ownership structures, evidence of experience supported by at least one regulatory reference, proposed operational approaches covering platform technology, distribution channels, governance and proceeds allocation, confirmation of financial and technical capacity, and a system demonstration overview and readiness plan.
With the deadline approaching, Rwanda’s National Lottery is expected to attract both regional and international operators seeking to combine commercial opportunity with social impact, delivering public benefits while maintaining high standards of integrity, technology and accountability.
