Ghana National Lottery Authority proposes performance-linked support for lotto firms
Ghana’s lottery regulator is developing a sales-based framework to support and reward Lotto Marketing Companies through the Stabilisation Fund.
Ghana.- Ghana National Lottery Authority (NLA) is looking to develop a performance-based support and reward scheme for Lotto Marketing Companies (LMCs), with the firms to be categorised according to sales performance.
Mohammed Abdul-Salam, NLA director general, advised that LMCs should be categorised into high, medium and low performing groups based on their respective sales performance.
The proposal was discussed during a meeting between Abdul-Salam and executives of the Association of Lotto Marketing Companies on September 2, which focused on how LMCs could efficiently access the Stabilisation Fund.
The NLA said: “This categorisation would help Management develop a structured scheme through which LMCs could be supported or rewarded based on their performance.”

The move builds on May’s NLA-LMC talks on the Stabilisation Fund, POS expansion and the growing impact of USSD and web-based lottery participation. At the time, the NLA said the Fund would be utilised through consultation and mutual agreement between the Authority, LMCs and the Board.
The meeting also discussed the modalities for new Point of Sale (POS) terminals under the NLA and Fidelity Bank partnership, particularly their distribution and payment systems.
The partnership covers 5,000 POS terminals. The NLA previously said it had not procured new machines for 10 years and that weak terminals had negatively affected sales performance. The NLA and Fidelity Bank formally signed the partnership in July, marking the beginning of the rollout phase.
The latest engagement therefore links the proposed performance-based support structure with the NLA’s wider efforts to strengthen lottery operations and modernise sales infrastructure.
The NLA said the meeting also provided an opportunity for management and LMC executives to discuss measures aimed at improving the operations and performance of the companies. The Authority has not yet detailed the criteria for the three groups or how support and rewards would be allocated.
