Malawi.- The Malawi Gaming and Lotteries Authority (MAGLA) has opened a procurement process for a new five-year consultancy contract covering the design, development, implementation, integration, support and maintenance of an electronic monitoring system (EMS), signalling a further step in its efforts to strengthen oversight of the country’s gambling industry. The tender comes after the implementation of an EMS in July 2024, which the Ministry of Finance credited with improving revenue recording, real-time monitoring and reporting across gaming, sports betting and lottery operators
In a Request for Proposals (RFP) published on October 21, 2026, MAGLA invited eligible local and international firms to submit bids. The notice states: “The contract will be for a period of five (5) years. Bids must be submitted by November 23 at 16:30, with the opening scheduled for November 24 at 10:00.”
The latest procurement follows an earlier process in November 2023, when MAGLA issued a notification of intention to award IGLMS Limited a five-year contract, valued at MK1bn (US$862,000), for the supply, installation and maintenance of an EMS. The notice confirmed the authority’s intention to award the contract but does not establish whether it was subsequently signed.
Malawi’s Ministry of Finance, in its 2024/25 Consolidated Report for State Owned Enterprises in Malawi, attributed MAGLA’s improved financial performance to several factors, including EMS implementation, expanded licencing and improved compliance.
MAGLA recorded a surplus of MK7.113bn (US$4.1m) in 2024/25, compared with MK398.74m (US$230,000) in 2023/24. The Ministry report also recorded an 86 per cent increase in the authority’s revenue.
In April 2025, Malawi’s new gaming regulations required operators to integrate with MAGLA’s electronic monitoring system to improve transparency and compliance. The October 2026 procurement does not specify whether the new five-year consultancy contract will replace, upgrade or expand existing monitoring infrastructure.
Local applicants must pay a non-refundable fee of MK10m (US$5,700) to obtain the RFP document, while international applicants must pay US$5,000.
