The successful consultant will assess the draft strategic plan and recommend improvements to strengthen the board’s long-term planning.

Namibia.- The Lotteries Board of Namibia (LBN) has issued a request for proposals (RFP) inviting qualified individuals, companies and joint ventures to bid for a consultancy to review, refine and restructure its Integrated Strategic Business Plan.

The procurement notice, published on Monday, July 6, invites registered and qualified service providers to submit proposals to update the board’s draft Integrated Strategic Business Plan for the 2026/2027 to 2031/2032 period.

According to the bid notice, the successful consultant will assess the draft strategic plan and recommend improvements to strengthen the board’s long-term planning.

The LBN said the RFP documents are available free of charge. Interested bidders can obtain the documents by requesting them through the board’s procurement office via the email address provided in the tender notice. Proposals must be submitted by Wednesday, July 22, 2026.

Submissions should be addressed to the Procurement Management Unit at the Lotteries Board of Namibia, 10 Robert Mugabe Avenue, Heritage Square Building No. 2, Ground Floor, Windhoek.

The board said bids must be registered at reception before being placed in the designated tender box. Late submissions will not be accepted.

Prospective bidders seeking further information can submit enquiries in writing through the procurement email address provided in the tender notice. A telephone contact has also been provided for clarification.

The revised plan will serve as the board’s strategic roadmap over the six-year period, guiding its operations, organisational priorities, performance targets and allocation of resources. It is also expected to ensure the board’s long-term objectives support its legal mandate and remain aligned with Namibia’s policy and regulatory framework.
