KwaZulu-Natal gambling regulator cracks down on illegal gambling operations

Authorities confiscated 16 illegal gambling machines and seized R18,114 linked to unlawful gambling activities.

South Africa.- The KwaZulu-Natal Economic Regulator Authority (KZNERA) has reported enforcement outcomes from February operations conducted with the South African Police Service, the National Gambling Board and other stakeholders across KwaZulu-Natal. The actions focused on illegal gambling activities and unlicensed liquor trading.

During the operations, authorities confiscated 16 illegal gambling machines and seized R18,114 (€940) linked to unlawful gambling activities. They also confiscated and removed quantities of alcohol deemed unsuitable for local sale as part of broader enforcement efforts addressing unlicensed liquor trading. More than 30 outlets were either shut down or formally warned for regulatory breaches.

District-level enforcement data shows varying levels of non-compliance. In Empangeni, within the King Cetshwayo District, 11 illegal outlets were identified. In Ndwedwe under the Ilembe District, three non-compliant premises were recorded. Raids were also carried out in Hibberdene, Ugu District, reflecting continued monitoring of unregulated gambling activity across the province.

KZNERA’s mandate, established under provincial legislation, includes regulating the gambling and liquor industries to ensure compliance, consumer protection and industry integrity. The confiscation of illegal gambling machines aligns with national regulations that prohibit unlicensed gambling operations and restrict the placement of machines outside approved venues.

The regulator indicates that the removal of illegal gambling machines reduces exposure to unregulated environments that often lack player protections and age restrictions, while also tackling financial losses tied to illegal operations.

KZNERA confirmed that inspections and joint operations will continue across districts. It expects licensed operators to comply with existing laws and warned that non-compliance may result in further seizures, penalties or licence revocations.
