The Gambia.- The Gambia has signed a 10-year agreement with Senegalese fintech company InTouch to introduce a centralised payment-monitoring platform for pooling, betting and gaming companies. The system is intended to strengthen the Gambia Revenue Authority’s (GRA) oversight of industry transactions, improve payment reconciliation and support government revenue collection.

The Ministry of Finance and Economic Affairs confirmed that the agreement was signed on October 30, 2026, in a statement. The contract brings together the Ministry, the GRA and InTouch Solutions Gambia. InTouch was selected following an international tender involving three bidders.

Finance Minister Seedy K. M. Keita said, according to the Gambia Journal: “It is an important reform, and the whole government will be mobilised for its implementation.” InTouch founder and CEO Omar Cissé also attended the signing ceremony.

At the centre of the agreement is a Centralised Payment Monitoring Platform covering pooling, betting and gaming companies. It is intended to give the GRA greater visibility of financial transactions and government revenue, providing the authority with an additional source of information to compare against declarations submitted by taxpayers.

The system is primarily designed to address the GRA’s difficulties in monitoring transactions across an industry that relies on fragmented payment systems and manual processes.

The platform’s planned capabilities include real-time transaction monitoring, digital payment processing, automated reconciliation, audit mechanisms and alerts to help authorities identify discrepancies and potential revenue losses.

Under a Build, Operate and Transfer (BOT) arrangement, InTouch will deploy, integrate, operate and maintain the platform before its eventual transfer under the agreement. The financial terms of the 10-year contract have not been publicly disclosed.

For gambling operators, the initiative could bring closer scrutiny of financial flows and greater emphasis on accurate transaction reporting. The system is intended to help the GRA identify discrepancies between recorded activity and declared revenues. The agreement focuses on monitoring operators and strengthening the government’s ability to administer taxes within the sector.

InTouch expands its African government partnerships

The Gambian contract extends InTouch’s public-sector operations into an English-speaking African market. Founded in Dakar in 2014, the company already works with government administrations and public institutions in Côte d’Ivoire, Cameroon, Gabon, Burkina Faso and Guinea-Bissau.

The partnership also reflects a broader shift towards digital infrastructure in tax administration, with governments seeking more effective ways to track financial transactions, improve payment traceability and strengthen domestic revenue collection.

The Gambia Journal reported that the platform’s effectiveness would depend on successful implementation, the quality of transaction data available to the GRA and the authority’s ability to use the technology to strengthen compliance and revenue collection.
