Angola’s VAT exemption on mobile transactions strengthens gambling sector

The 2026 General State Budget exempts Central Bank-authorised mobile and instant payment transactions from VAT, lowering costs and promoting digital compliance for Angola’s licensed gambling operators.

Angola.- Angola has exempted transactions via mobile payment and instant transfer platforms authorised by the Central Bank from Value Added Tax (VAT). The measure, which came into effect on January 1, is expected to benefit the country’s gambling sector, helping operators reduce costs and encourage the use of regulated digital payment channels.

By making deposits and withdrawals cheaper and faster, the reform streamlines operations for gambling businesses and promotes compliance, creating a more secure and convenient environment for both operators and players.

Under the 2026 budget, “Angola’s National Assembly approved tax law amendments via the 2026 General State Budget, effective January 1, 2026,” according to a VATupdate report. The report adds: “Transactions via authorised mobile payment and instant transfer platforms are exempt from VAT.” It highlighted the reduction in transaction expenses for businesses that rely on digital payments.

The reforms also promote the use of regulated payment channels, enhancing transparency and traceability across the gambling ecosystem. While gambling-specific taxes remain unchanged, the reduced transaction costs are likely to improve access to legal gambling and strengthen the regulated sector across Angola in 2026.
