Angola’s Gambling Authority cracks down on raffles with 30-day approval rule
As 2026 enforcement begins in earnest under Law 17/24, operators face new planning and compliance pressures.
Angola.- Angola’s gambling regulator is making 2026 the year of strict compliance for prize promotions. The Gaming Supervision Institute (ISJ), the country’s official gambling authority, has made it clear that all raffles, prize draws and promotional contests – whether run by businesses, charities or other organisations – must receive authorisation at least 30 days in advance.
The requirement covers any prize promotion where winners are chosen at random, such as raffles, sweepstakes or giveaways, as well as contests where winning depends on a participant’s skill, knowledge or expertise, under paragraph 3 of Article 51 of Law 17/24 on Gaming Activities.
Organisers who fail to plan ahead now face a hard regulatory deadline. The ISJ said: “Applications must be submitted at least 30 days prior to the start date of the activity, exclusively through the Gaming Supervision System (SSJ).”
Plan ahead or penalties
While the rule was first clarified in late 2025, 2026 marks the first full year in which organisers must factor the 30-day window into their campaign planning. For many businesses, charities and community groups, this represents a significant operational shift – short-notice promotional events are now a regulatory risk.
Failure to secure authorisation before launching a raffle or prize contest could trigger sanctions, reinforcing the ISJ’s push to formalise prize-awarding activities, protect consumers and tighten oversight across Angola’s gaming sector.
For 2026, the message is clear: plan ahead or risk penalties. Raffles, prize draws and promotional contests are no longer just marketing exercises, they are legally regulated operations that demand careful timing and compliance under Angola’s updated gaming framework.
