New ISJ-AGT protocol cracks down on fraud, strengthens oversight and protects legitimate operators while boosting transparency across Angola’s gaming sector.

Angola.- Angola’s gambling industry is set for closer cooperation between regulators as authorities move to strengthen oversight of the sector. The Institute of Gaming Supervision (ISJ) and the General Tax Administration (AGT) have signed a new Cooperation Protocol focused on boosting transparency, tackling fraud and supporting a fair operating environment for legitimate operators.

The deal brings the two authorities closer together, working hand in hand to monitor gaming equipment more closely and share information quickly to uncover tax evasion and other financial wrongdoing. The ISJ said: “This protocol marks a decisive step in strengthening the fiscal and regulatory integrity of the gaming and tax sectors in Angola.”

The signing ceremony brought together key figures from Angola’s gaming and tax sectors, including Nerethz Tati, General Director of ISJ, Deputy General Director Cláudio Paulo and heads of key departments: Fernando Costa (Support to the General Director), Sereso Saldanha and Abel Nduli (Contents) and Isabel Silva (Licensing and Statistics), alongside representatives from AGT.

José Leira, President of the Board of AGT, said: “The signing of this Cooperation Protocol represents not only a strategic alliance between two entities, but also a joint commitment to strengthen the integrity and efficiency of the financial market and the tax system in Angola.”

Boosting gaming transparency

The partnership also aligns Angola with international best practices, responding directly to recommendations from the Financial Action Task Force (FATF) and improving the country’s progress in financial oversight assessments.

Enhanced cooperation under the protocol will ensure that licenced operators can compete on a level playing field while the state can more effectively monitor revenue flows. The ISJ added: “It will facilitate the detection of accounting irregularities and potential schemes involving money laundering and terrorist financing.”

For Angola, the ISJ emphasised, this is about more than enforcement. The regulator reaffirmed its commitment to “a safe and transparent gaming sector aligned with international best practices”, highlighting the role of regulated gaming as a reliable contributor to the country’s economic development.

While the protocol is technical in nature, its message is simple: Angola wants a gaming market that is clean, credible and taken seriously. By joining regulatory and tax oversight more closely, the ISJ and AGT are signalling a tougher, more coordinated approach – and a clearer future for regulated gambling in the country.
