Angola’s Gaming Regulator and ARSEG partner to strengthen oversight and combat financial crime
The ISJ and ARSEG sign a protocol to enhance supervision, prevent money laundering and ensure transparency in Angola’s gaming and insurance sectors.
Angola.- Angola’s Gaming Supervision Institute (ISJ), the country’s gaming regulator, has partnered with the Angolan Insurance Regulation and Supervision Agency (ARSEG) to reinforce legality, security and stability in the gaming and insurance sectors. The protocol was signed in Luanda by ISJ Director-General Nerethz Tati and ARSEG Chairwoman Filomena Airosa Manjata.
The agreement establishes a formal framework for inter-institutional collaboration to strengthen supervision, improve regulatory coordination and enhance compliance across the sectors, with a key focus on preventing money laundering and terrorist financing (ML/TF).
The ISJ said: “The dynamic nature, high volume and speed of financial transactions in the gaming sector make it particularly vulnerable to risks of misuse, hence the importance of concerted actions that ensure effective and ongoing monitoring.”
Boosting Angola’s gaming oversight
ARSEG highlighted the need for collaboration across sectors: “The increasing interconnectedness between gaming and insurance requires joint strategies, information sharing and coordinated training,” said Manjata.
The protocol responds to two institutional imperatives highlighted by ISJ: externally, fulfilling Angola’s high-level commitments, including the FATF-linked Action Plan; and internally, implementing the Gaming Activity Law (Law No. 17/24, October 28, 2024), which mandates cooperation between public authorities to prevent money laundering and the proliferation of weapons.
Through the agreement, the ISJ aims to ensure Angola’s gaming sector operates transparently, legally and responsibly, contributing positively to the national economy while safeguarding the integrity of the financial system.
