Ukrainian regulator publishes stance on unlicensed operators
KRAIL has published its guidelines for dealing with unlicensed operators operating in Ukraine.
Ukraine.- The Commission for the Regulation of Gambling and Lotteries (KRAIL) has presented guidelines for its response to unlicenced online gaming operators in Ukraine following the relegalisation of gambling.
KRAIL’s policy states that it will contact website owners by email to give unlicensed gaming businesses three working days to stop operating. If the operator does not comply, KRAIL will write to the hosting server, which must order the operator to stop its operations.
The regulator will be able to publicly blacklist offending operators and name them on its own website. Following that, further non-compliance will result in the matter being passed to law enforcement.
KRAIL said: “The operation of online gambling should be carried out on the basis of the proper licence being issued in accordance with the requirements of the law.
“Operators should adhere to the agreed upon licensing conditions in the field of online gambling, using the appropriate online organisation systems, and exclusively through websites which have been specifically registered, and with a mandatory connection to the state’s online monitoring system.”
Ukraine gambling tax vote still pending
Meanwhile, Ukraine has yet to pass the final reading of tax arrangements for the newly regulated gambling sector. The Committee on Finance has recommended tax code 27/13D for approval and the bill passed its first reading in July, but the parliament is still reviewing the proposals.
A final vote is expected in three weeks’ time, with a final tax regime due for November 10.
