Canada.- The Alcohol and Gaming Commission of Ontario (AGCO) has fined Score Media and Gaming, operator of theScore.Bet, CAD 200,000 after finding that two cash-out offers made to a player could not be honoured as presented. The case involves a CAD 1,000 parlay placed on March 14, 2025, covering NHL, NBA and NCAA basketball games.
The player had completed all but one selection when theScore offered a CAD 380,000 cash-out, which was accepted. The operator did not honour the offer because of changing odds and subsequently presented a second cash-out of CAD 100,000, which the player also accepted. That offer was not honoured either, and the final selection of the parlay lost, leaving the player without a payout.
According to the AGCO, neither cash-out offer was achievable when presented to the player. The regulator said this breached Standard 4.07 of the Registrar’s Standards for Internet Gaming, which prohibits operators from providing information that could mislead players by presenting outcomes or prizes that cannot be achieved.
AGCO Chief Executive Officer and Registrar Dr. Karin Schnarr said operators are responsible for ensuring that the gaming opportunities they offer are accurate and can be honoured as described: “As the regulator, the AGCO is committed to holding operators accountable when they fail to uphold commitments made to players or otherwise mislead them about gaming opportunities. By imposing the maximum monetary penalty available, we are sending a clear message that these expectations are not optional.”
Score Media and Gaming can request an appeal hearing before Ontario’s Licence Appeal Tribunal (LAT) within 15 days of the AGCO’s decision. The regulator also clarified that its enforcement action is separate from any avenues available to players seeking to resolve individual disputes.
In August, the AGCO fined Betty Gaming CAD 120,000 for failures in its age-verification and player eligibility controls. The regulator said the operator allowed 23 underage individuals to create gambling accounts on Betty.ca. In nine cases, users under the age of 19 were also able to deposit funds and gamble on the platform, while another 14 created accounts but did not deposit money.
