Senator Vin Gopal: “There is tremendous potential in New Jersey’s gaming market”

Senator Vin Gopal spoke with Focus Gaming News about his proposal to allow casino gaming at Monmouth Park and Meadowlands racetracks.

Exclusive interview.- In June, New Jersey senator Vin Gopal introduced a bill that would allow casino games at the Monmouth Park and the Meadowlands racetracks. The proposal would expand gaming beyond Atlantic City, which is currently the only place in the state where slots and table games are legal.

Focus Gaming News spoke with senator Gopal to learn more about the bill and get details on the current gaming landscape in New Jersey.

What details can you share about the proposed constitutional amendment that would allow casino games at Monmouth Park and the Meadowlands racetracks?

Racetracks and casinos are a driving force for the economy here in New Jersey, and even more so now that sports betting is legal. We are looking to ensure that our New Jersey economy benefits as our neighbouring states increase the number of casinos in proximity to New Jersey.

What would the expansion of gaming beyond Atlantic City mean to the state? 

The expansion of gaming beyond Atlantic City would greatly benefit New Jersey’s economy, as it would increase access to gaming opportunities and enhance the state’s overall economic growth. This targeted expansion beyond Atlantic City would put New Jersey’s horse racing industry on a more even playing field with competitors in our neighbouring states. New York, for example, allows for casino gaming at seven of its racetracks, which, combined, generated $4.8bn in revenue in FY2022-23, according to a report by the New York State Comptroller. Additionally, Atlantic City would also receive a portion of the proceeds generated under this proposed expansion.

The bill proposes that tax revenue from the new casino games be allocated for specific purposes. Which initiatives or sectors would benefit from these funds?

The constitutional amendment proposes distributing the revenues as follows: 45 per cent of such revenues shall be dedicated to provide funding for reductions in property taxes; 20 per cent of such revenues shall be dedicated to provide funding for extraordinary special education aid; 10 per cent of such revenues shall be dedicated to provide funding for the State pension systems; 10 per cent of such revenues shall be dedicated to provide funding for cost-of-living adjustments for retired State employees; 10 per cent of such revenues shall be dedicated to provide funding for the support of Atlantic City tourism; and five per cent of such revenues shall be dedicated to provide funding for the running and harness horse racing industry in this State, as the Legislature shall provide by law.

How does the community feel about the idea of having more casinos, considering it would be submitted to voters at a general election?

It’s likely too early to tell. Early feedback has been limited but positive from our constituents. We recognize, however, that this proposal has a long way to go.

New Jersey gaming revenue reported a new record in 2024. What analysis do you make about the gaming market in the state? 

That is likely the result of the rapid expansion of online gaming and sports betting. There is tremendous potential in New Jersey’s gaming market; however, we believe that this potential will be realised more equitably across the state with the passage of this constitutional amendment.
