Paraguay to end Quiniela Nacional monopoly with launch of public tender

The Paraguayan gambling regulator hopes the tender will bring innovation and digitisation to the traditional Quiniela.

Paraguay.- The Paraguayan gambling regulator Conajzar has announced the launch of a public tender for concessions to run the country’s Quiniela Nacional. The move, enabled by a Gambling Law amendment enacted this year, kicks off a landmark transition that will end the longstanding monopoly over the small draw lottery operation.

Public Tender No. 01/2025 has been issued in compliance with Law No. 1016/1997 and its amendment, Law No. 7438/2025. Up to three bidders will be accepted, ending the single-operator monopoly of Tecnología en Desarrollo de Paraguay S.A (TDP), whose five-year contract expires on December 19.

The tender documents will be available to purchase for a non-refundable fee of G.100m (€12,000) open from Monday, November 17 to Friday, November 21. Bids must be submitted at Conajzar’s offices in Asunción on December 29 from 8am to 9.30am, with the bids to be opened at 10am on the same day.

Submissions must be made with a letter indicating the name of the firm. In the case of consortiums, the letter must specify the individuals or legal entities that form it, a registered address within Asunción, an email address and a mobile phone number.

The regulator’s president Carlos Liseras noted that the Quiniela Nacional is its biggest source of revenue, generating over 9.3m guaraníes (€1.15m) in monthly fees. “The Quiniela is part of Paraguay’s cultural heritage,” he said. “While younger generations are drawn to online games, this reform allows operators to innovate and digitise the Quiniela while maintaining its traditional essence.”
