Paf reports record revenue despite lower loss limits for gamblers

Paf has reported record full-year revenue as it prepares for Finland’s regulation of online gambling.

Finland.- The gambling operator Paf has reported strong full-year results, with revenue up 12 per cent year to a record €214.5m. Profits rose by 5.3 per cent to €57.2m. That’s despite the Åland-based operator’s focus on customer safety as it continues to lower its mandatory loss limits.

In March 2025, Paf lowered its annual loss limit for customers to €16,000, with a €6,000 limit for players aged 20 to 24. It’s since lowered the general limit further to €15,000.

The operator says the caps have eradicated its highest-risk customer demographic, while returns from lower spenders who lose under €8,000 per year have risen. The operator also saw a 12 per cent growth in active players over its past financial year.

The company highlighted the achievement of a long-term milestone in 2025, with its total societal contributions since its founding in 1966 crossing half a billion euros. Paf allocated €55.5m to community funds last year, taking its historical cumulative total to €527.9m.

“Contributing more than €500m to building a stronger society in Åland is a new milestone in Paf’s 60-year history,” stated Jan-Mikael von Schantz, Chairman of the Board. “Paf has made a remarkable journey from offering local gaming experiences in Åland in the 1960s to introducing gaming on board ferries during the latter part of the 20th century. With the development of digital gaming since the early 2000s, Paf is today an established operator in several markets across Europe. It is the result of long-term and successful work carried out with great expertise by Paf’s management and employees.”

Finland expansion plans

Paf has applied for a licence to enter Finland’s regulated online gambling market, which is expected to open in July 2027, ending Veikkaus’s monopoly on gambling in mainland Finland. It believes that its focus on consumer protection will allow it to maintain a sustainable long-term presence in what is a close market.

The operator has already been building its brand profile, sealing a sponsorship deal with the former Formula 1 driver Kimi Räikkönen and entering into a deal with the Swedish football broadcast Fotbollsmorgon with its 1X2 sportsbook brand. It will have competition from Sweden’s ATG, whose joint venture Hippos ATG Oy has also submitted a licence application to the National Police Board’s Lottery Administration.
