Norwegian lottery lawsuit settled out of court

Norsk Tipping has reached a settlement with customers over a technical error in its Eurojackpot and Super Draw systems.

Norway.- The state-owned gambling operator Norsk Tipping has resolved a long-running dispute with customers over technical errors in its Eurojackpot and Super Draw systems that occurred in April of last year. The issue affected 16,968 customers, who were mistakenly excluded from a draw, invalidating 52 winners.

The error, one of a series of technical and regulatory mishaps at the monopoly operator, had led to a strong rebuke from the Norwegian gambling regulator Lottstift as well as legal action by the customers. The law firm SANDS coordinated the lawsuit, and an initial hearing was scheduled for August 24. That’s now been called off, with the parties having reached a settlement agreement.

Local outlet VG reports that the settlement will see Norsk Tipping enter all 16,968 affected customers into a special prize draw free of charge, with a total pool of NOK3m (£234,000).

The settlement comes after a turbulent period for Norsk Tipping, marked by repeated fines and regulatory interventions. The April 2025 Super Draw error led to a NOK25m penalty from Lottstift in September that year, while a Eurojackpot malfunction in June 2025 led to a NOK 10m fine. In December 2025, the operator was fined NOK1m and ordered to strengthen anti-money laundering controls, and in May of this year the regulator demanded tighter checks on customers via the KongKasino platform following a surge in player activity between 2020 and 2025.

Norway retains a duopoly system for gambling under state-controlled Norsk Tipping and the horseracing betting operator Norsk Rikstoto. Some politicians have called for the market to be opened as the forthcoming liberalisation of igaming in Finland and Austria leave Norway as an outlier in Europe. However, most political forces in Norway remain supportive of the status quo, which generates funds for regional sports.
