NYC Design Panel delays Metropolitan Park Casino vote

The commission wants a clearer picture of the site’s environmental conditions before voting.

Key takeaways

  • New York City’s Public Design Commission unanimously postponed its vote on the design of a public-facing section of the Metropolitan Park casino, with no new date set.
  • Queens residents questioned whether the $8bn complex by Steve Cohen and Hard Rock would worsen flooding in an already vulnerable area.

U.S.- New York City’s Public Design Commission (PDC) unanimously postponed a vote on the design of a public-facing section of the Metropolitan Park casino project on Tuesday, October 20, following a public hearing. The central topic was the development’s potential environmental impact. Residents of Queens questioned whether the US$8bn complex planned by Steve Cohen and Hard Rock would worsen the flooding situation in an area already vulnerable to the problem.

The commission is responsible for reviewing and approving the design of buildings, artworks and other structures proposed on city-owned land. Its review was initially limited to the casino’s stairway and balcony area, which would face and connect to a public park planned between the complex and Citi Field, but PDC president Deborah Marton said the commission needed a clearer understanding of the entire site before proceeding, saying that the sequence of the review had left underlying conditions unclear.

Members said they were surprised by the level of public interest at Tuesday’s hearing, which lasted nearly five hours. The commission has previously approved other components of Metropolitan Park, including its master plan, lighting proposals and parking garage.

In February 2025, the city concluded that Metropolitan Park’s benefits outweighed its adverse environmental impacts. However, the PDC now wants a better understanding of those effects before voting on individual design elements. Commissioners did not set a date for another vote, although member Merryl Tisch expressed confidence that the project would eventually receive approval.

The commission’s authority is limited to design matters, as the casino has already received approvals from both the city and the state. Metropolitan Park was awarded one of three downstate casino licences by the New York State Gaming Commission in 2025 and obtained city permissions for construction. It’s due to have new athletic fields, a renovated transit station, 20 acres of public park space and a food hall.
