Brazil prepares for launch of SINAPO hub for betting operators

The system aims to make it easier for players to identify licensed operators.

Brazil.- The Ministry of Finance is preparing to roll out Brazil’s new National Betting System (SINAPO), a central hub for licensed online gambling operators. Following the launch of regulated online gambling in January, the new national regulator, the Secretariat of Prizes and Betting (SPA) has been working on the platform as a way to unify monitoring of the market at federal and state levels and obtain a clear picture of compliance.

The SPA held a final meeting of the Consultative Working Group for the system in Brasília on Friday. The meeting, led by secretary Regis Dudena, included representatives from the Federal District and 16 states. SINAPO will be established by a federal regulatory act, following legal analysis, and will bring together federal entities that operate or intend to operate in the country.

Licensed operators will appear on a list published on the SPA’s website to make it easier for customers to identify them. The operators will also see benefits, including streamlined banking and legal advertising and app store inclusion.

Approve operators will be able to use a bet.br domain as a sign of SINAPO approval after passing legal checks with state or district authorities and getting the OK from the SPA. In exchange, operators will need to meet the requirements of Law No. 14,790/2023. They must use geolocation, integrate with the consumidor.gov system, have systems certified by testing labs and connect to the national anti-money laundering network, Siscoaf.

Friday’s meeting also addressed transparency measures, such as the unified disclosure of authorised operators and the requirement for complete information on companies’ economic groups. According to Dudena, the model seeks to “establish minimum standards for the exercise of the activity and reinforce federative cooperation,” with the goal of strengthening the integrity and security of the legalised betting market in Brazil.

SINAPO will require operators to disclose their entire corporate chains, including individual shareholders. The aim here is to stop the same interests from gaining concessions across different states.

Warning to Meta

Meanwhile, the Brazilian Attorney General’s Office has issued a notice to Meta ordering it to take down illegal online gambling promotions from its social media platforms Facebook and Instagram. Investigations into its ad library found that there were still hundreds of active ads for unauthorised operators. An extrajudicial notice was issued through the National Prosecutor’s Office.
