Brazil to open consultation on regulation of betting suppliers
The consultation will be open from February 4 to March 23.
Brazil.- The Ministry of Finance, through the Secretariat of Prizes and Betting (SPA), has announced a public consultation on the regulation of service providers for fixed-odds betting in Brazil. The consultation period will run from February 4 to March 23. Any individual or legal entity can participate through the Brasil Participativo Portal.
The measure aims to support the drafting of the Ordinance on the Recognition of Operational Capacity, which will define technical and operational criteria for suppliers working with regulated betting operators in Brazil. Submissions will be analysed by the SPA under legislation, including Law No. 13,756/2018, Law No. 14,790/2023 and Decree No. 12,002/2024.
The public consultation notice was published in the Official Gazette of the Union and signed by Daniele Correa Cardoso, who is serving as the acting substitute secretary of the SPA after the departure of Regis Dudena to become secretary of economic reforms at the Ministry of Finance.
Dudena played a key role in the launch of regulated sports betting and online gaming in Brazil, taking up the helm of the SPA soon after it was created in April 2024 and overseeing the launch of the regulated market in January 2025.
As secretary of economic reforms, Dudena replaces Marcos Barbosa Pinto, who left the administration in early January to return to the private sector.
