Vietnam lottery rising at an average of 10.2 per cent
A government report highlights Vietnamese lottery contributions to the state budget.
Vietnam.- A report from the Ministry of Finance says Vietnamese consumers spent more than US$52.7bn on lottery products between 2013 and 2025. Lottery revenue rose at an average annual rate of 10.2 per cent during the period, while contributions to the state budget reached VND439.07tn (US$16.9bn) and rose at an average annual rate of 13.26 per cent.
In 2025, lottery revenue rose by 10.5 per cent to VND177.2tn (US$6.8bn). Based on Vietnam’s population of 102.3 million, this was equivalent to approximately VND1.73m (US$66) per person. Lottery activities contributed more than VND57tn (US$2.2bn) to the state budget. Funds are allocated to local budgets for healthcare, education, social welfare and other public programmes.
Vietnam’s lottery market includes 63 state-owned lottery companies established and owned by provincial and centrally governed city People’s Committees, as well as Vietlott, which is owned by the Ministry of Finance. Traditional lotteries operate across three regional markets, while Vietlott offers electronic lottery products nationwide.
Southern Vietnam accounted for 87.8 per cent of lottery revenue in 2025, compared with 4.6 per cent for the central region and 2.2 per cent for the north. Vietlott’s nationwide electronic lottery products accounted for the remaining share.
The Ministry of Finance estimates that the lottery distribution network provides employment for around 500,000 people, including low-income individuals and beneficiaries of social support programmes.
