Three Philippine operators reaffirm commitment to responsible gaming

The Philippines.- Solaire Resort, Newport World Resorts and Okada Manila, operators of the largest integrated resorts in the Philippines, have issued a joint statement affirming their compliance with the country’s gaming regulations.
Amid growing concern about online gaming in the country, the integrated resorts said their focus remains on delivering “world-class hospitality, entertainment and leisure experiences.” The three casino firms also run online gaming operations, including remote gambling and digital gaming platforms.
“Our online gaming operations are a regulated and responsibly managed extension of our operations – designed to complement our primary offerings. We prioritise ethical business practices and promote responsible gaming, under the robust regulation of the Philippine Amusement and Gaming Corp (PAGCOR),” they said in a statement.
“We hold all necessary licenses and accreditations from PAGCOR, meeting stringent legal requirements for gaming operators and system administrators. We also strictly enforce PAGCOR’s geographic restrictions, employing advanced geo-fencing and IP-filtering technologies to prevent player registration and betting from outside the Philippines.”
“We actively promote responsible gaming through tools such as self-exclusion, deposit limits and account restrictions. We strictly prohibit minors from accessing our platform through our stringent age-gating system and verification. We likewise offer resources for individuals seeking assistance with gambling-related issues,” the operators said.
They said all gaming equipment and games undergo evaluation and receive approval from PAGCOR prior to deployment aand that Certified Random Number Generators (RNGs) ensure fairness and transparency.
Senate president Juan Miguel Zubiri’s Anti-Online Gambling Act of 2025 seeks to ban online gambling in all forms, including mobile applications and websites. Senator Sherwin Gatchalian has filed a separate bill proposing tighter restrictions without a full ban. Senator Alan Peter Cayetano is pushing for e-wallet providers to prevent their platforms from facilitating transactions linked to online gambling.
President Ferdinand R. Marcos Jr. is reportedly open to proposals for tighter regulations and taxation of digital gaming. The Department of Finance (DOF) is currently exploring measures to impose new taxes on online gaming platforms. One bill proposes a 10 per cent tax on operators to fund addiction treatment and recovery programs.
