Seychelles breaks into Africa’s booming igaming market, revenue to hit $74m by 2031

The island nation’s strong regulatory framework and pro-investment policies are driving growth, creating jobs and positioning Seychelles as a key player in Africa’s digital gaming sector.

Seychelles.- Seychelles is staking its claim in Africa’s booming igaming sector and rapidly emerging as a hotspot for digital gaming, driven by strong regulatory oversight and investor-friendly policies. With the market set to grow 11 per cent annually and revenue expected to nearly double to $74m by 2031, the nation is betting on igaming to diversify its economy beyond tourism.

The Seychelles Market Research report for September projects that revenue will “reach $38m in 2025, while the active player base is projected to rise from 14,000 to nearly 29,000 within six years”. Analysts say this reflects growing investor confidence in Seychelles’ clear licensing framework and adherence to international best practices.

Central to this growth is the Seychelles Financial Services Authority (FSA), which regulates licensing and compliance. Updates introduced in 2023 refined online licensing fees, strengthened anti-money-laundering (AML) measures and clarified compliance requirements, boosting transparency and attracting credible operators.

The report states: “The combination of clear rules, investor protection and a tech-ready infrastructure makes Seychelles one of Africa’s most attractive emerging igaming markets. The expansion of Seychelles’ regulated igaming sector positions the country as a new hub for digital investment, diversifying its economy beyond tourism.”

Jobs and revenue driven by igaming

Economists highlight potential fiscal benefits. Seychelles’ tax revenue reached $560.5m in 2022, accounting for 27.2 per cent of GDP (Gross Domestic Product). Continued igaming growth could bring significant new tax inflows, supporting public projects such as digital infrastructure and education.

The sector is also creating technology-based jobs, with rising demand for IT specialists, fintech integration experts, customer support teams and compliance professionals. The FSA’s focus on responsible gambling ensures the industry’s expansion remains ethical and sustainable, appealing to international investors.

Directly highlighting Seychelles’ appeal, the report states: “The improved regulatory environment makes Seychelles a more attractive option for both incumbents and new entrants to the igaming sector.”

Seychelles’ Gambling Act of 2014 governs both land-based and online gaming, and the 2023 regulatory updates have enhanced compliance standards, boosting transparency and investor trust.

Regional analysts compare Seychelles’ approach to Malta and Curaçao, pioneers that turned strong regulation into global credibility. With Africa’s online gambling market expanding rapidly, Seychelles’ proactive stance positions it as a gateway to the continent’s digital gaming economy.

As global igaming revenues approach $150bn by 2030, Seychelles’ calculated entry appears well-timed. Its regulatory strength, growing player base, and investor-friendly policies are redefining the nation’s economic identity, demonstrating how responsible regulation can turn igaming into a catalyst for sustainable growth across Africa’s digital economy.
