Rwanda Cabinet approves Moja National Lottery deal

Cabinet approval formalises Moja’s national lottery agreement, adding a governance layer following months of market inactivity.

Rwanda.- Rwanda’s Cabinet has approved the National Lottery Operating Agreement between the government and Moja Rwanda Limited, adding a decisive governance layer to the operator’s appointment and elevating the development beyond a routine licensing decision.

According to an official Cabinet communiqué issued after a recent meeting chaired by President Paul Kagame, ministers approved the “National Lottery Operating Agreement between the Government of Rwanda and Moja Rwanda Limited”, confirming the deal at executive level.

The decision provides further clarity on the April 3 2026 confirmation that Moja Rwanda Limited had been appointed as Rwanda’s new national lottery operator, following months of market suspension and regulatory intervention.

Moja replaces Inzozi Lotto, whose licence was revoked in October 2025 after failing to meet contractual and regulatory obligations. The move left the national lottery inactive while authorities, led by the Rwanda Development Board, initiated a process to identify a new operator.

Moja’s entry therefore marks both an operator change and the reopening of Rwanda’s national lottery system after a prolonged shutdown triggered by compliance failures. The communiqué refers to an “operating agreement” rather than a licence, indicating a structured arrangement between the government and the operator under which Moja Rwanda Limited will operate the lottery.

The agreement was approved alongside other national-level decisions, including infrastructure and telecom-related arrangements, underscoring its place within a broader policy context.

Rwanda’s National Lottery, launched in 2021, is tied directly to public funding priorities, with proceeds supporting the Ministry of Sports and contributing to athlete development and infrastructure. This linkage helps explain the Cabinet’s involvement, positioning the lottery within a wider government-backed framework aligned with national development goals.

The executive approval confirms the agreement, with further details – including its duration, revenue-sharing structure and performance requirements – yet to be disclosed.
