NLA – Liberia initiates five-year strategic plan to reform the institution and the gaming industry
The plan aims to boost gaming revenues, promote responsible play and drive national development under Liberia’s ARREST Agenda.
Liberia.- The National Lottery Authority of Liberia (NLA) has launched a five-year initiative from 2025 to 2030 to transform the country’s gaming sector into a revenue powerhouse, channelling income from gambling institutions to support national development priorities under the Agriculture, Roads, Rule of Law, Education, Sanitation and Tourism (ARREST) Agenda.
The initiative underscores the NLA’s commitment not only to maximising revenue and supporting national priorities but also to fostering a regulated and responsible sector, promoting responsible play, driving innovation and raising regulatory standards. The launch took place during a three-day high-level retreat in Monrovia from October 8 to 10, bringing together key stakeholders, management and strategic partners to set a ‘clear roadmap’ for the coming five years.
Speaking at the opening, NLA Director General Peter Solo said the plan will position the NLA as a strategic regulator of gaming entities in Liberia, adding that the retreat “marks a critical journey to shape the future of the organisation”.
He said: “In order to achieve quality performance of the plan, management will put in place a high level of staff motivation to achieve corporate productivity, define our path forward and chart a course for sustainable growth, innovation and excellence.”
Solo described the initiative as the Authority’s blueprint. “The strategic plan will serve as the NLA’s roadmap, thereby guiding participants to achieve their vision, guide their efforts to maximise funds to support the President’s Agriculture, Road, Rule of Law, Education, Sanitation, and Tourism (ARREST) Agenda for Inclusive Development. This plan will also promote responsible gaming and enhance integrity operations,” said Solo.
He added: “This session is not just about planning for the future but also about transforming the NLA into a more efficient, transparent and customer-focused institution.”
Roadmap for revenue and modernisation

Serving as facilitator, Technical Consultant Charles Collins Yorke said that the roadmap will align the NLA’s goals with Liberia’s national development agenda, incorporating smart goals that are specific, measurable, achievable, relevant and time-bound, and key performance indicators to track progress. He added that the NLA has the authority to seek additional income sources, including generating revenue from gambling institutions.
The five-year initiative outlines major reforms designed to modernise operations, enhance revenue, promote responsible gaming, deepen stakeholder engagement and strengthen organisational transformation. By emphasising digitalisation and regulatory excellence, the NLA aims to become a model gaming regulator in Liberia.
Established by Act of Legislature on March 6, 2015, the NLA continues to oversee Liberia’s official lottery system, ensuring integrity, transparency and sustainable growth in the gaming industry.
